Residence permit obtainment programs

You can obtain a residence permit in Luxembourg using one of these three options

1. Residence permit through investment

Investors from non-European countries can choose one of four investment options:

  • investments of 500 000 or more in an existing Luxembourg company and maintaining the current employment level for at least 5 years. The company's activities should relate to commercial, industrial or handicraft field.
  • investments of 500 000 or more in a new company and the creation of at least 5 vacancies within three years.
  • a deposit of 20 million or more in a Luxembourg financial institution for at least 5 years.
  • investments of 3 million or more in an existing or new investment or management structure with an operating office in Luxembourg.

2. Residence permit for entrepreneurs

This program provides for the possibility of moving by creating a company and its direct management.

A business plan is required that indicates that the company (entrepreneur):

  • has sufficient funds to launch an activity (own or/and external financing)
  • is of interest to the Luxembourg economy
  • will gain a certain amount of labor in the local labor market.

3. Residence permit for personal reasons

For financially independent applicants, without the possibility of employment in the country.

Applicants from developing countries can apply for residence for personal reasons if they meet the following conditions:

  • confirm the availability of financial resources (regular income of at least 27,000 per year). Bank savings may be an insufficient basis for granting a residence permit.
  • have permanent residence in Luxembourg, property insurance (rented or purchased real estate), insurance of civil liability risks.

Procedure and terms of obtaining a residence permit in Luxembourg

In order to obtain a residence permit, the applicant must demonstrate a desire to move to Luxembourg. To extend the residence permit, the applicant must stay in the country for a long period of time, at least 6 months.

The application within the "Residence permit through investment" program is submitted to the Ministry of Finance or the Ministry of Economy of the country. Upon approval, the final decision is made by the Ministry of Foreign Affairs. When the permit is obtained, the applicant must make a request for a category D visa in the country where he/she lives.

Documents on the issue of residence for personal reasons are provided to the Ministry of Foreign Affairs. If the document is approved, the applicant must apply for a category D visa in the country where he/she lives. The obtainment of the residence permit takes place through the consulate at the place of residence or the embassy.

Both with the first and with the second option, you need to:

  • come to Luxembourg in the next 90 days after the permit is received;
  • undergo a medical examination.
  • apply for a residence permit.
  • get registered with the municipality at the place of residence within 3 days after arrival.

After the application is submitted, the residence permit application will be processed and approved within about six months.

A residence permit is granted:

  • for three years under the program «Residence permit through investment»
  • for one year under the program «Residence permit for personal reasons» (if necessary, it can be extended)

Luxembourg citizenship

Investors can apply for citizenship in Luxembourg after they have lived in the country for five years. During the last year, which is before the year of filing a document for citizenship, it is necessary to reside in the country permanently, without going anywhere. To obtain citizenship, you need to take a test for knowledge of the local language, as well as master the integration course.
